humanitarian operations center (HOC)
An international and interagency body that coordinates the overall relief strategy and unity of effort among all participants in a large foreign humanitarian assistance operation. It normally is established under the direction of the government of the affected country or the United Nations, or a US Government agency during a US unilateral operation. Because the humanitarian operations center operates at the national level, it will normally consist of senior representatives from the affected country, assisting countries, the United Nations, nongovernmental organizations, intergovernmental organizations, and other major organizations involved in the operation.
